
ARTEMis – AleRT and Impact-Forecast Standards for Emergency Management is a Horizon Europe project addressing the growing fragmentation of emergency management and alerting systems across Europe. As climate-related hazards intensify, ARTEMis delivers harmonized standards, tools, and protocols that enable effective, interoperable, and cross-border emergency response. The project establishes a common European approach to alert generation, impact forecasting, and emergency coordination, supporting authorities at European, national, regional, and local levels. ARTEMis aims to strengthen EU’s preparedness and response capabilities through a comprehensive assessment of existing alert, impact-forecasting, and emergency management systems, followed by the definition of an Integrated Emergency Management Framework aligned with key EU services. By harmonizing methodologies for vulnerability, exposure, and impact forecasting, and validating them through operational exercises and pilot activities, the project ensures that new approaches are both technically sound and operationally effective. In parallel, ARTEMis strengthens capacity building and knowledge transfer while enhancing risk awareness through advanced data visualization tools.
Within ARTEMis, ITML acts as the Technical and Innovation Manager, ensuring coherence between scientific objectives, technical implementation, and the long-term sustainability of project results. ITML defines the overall technical strategy of the project, aligning system architecture, data integration, and analytical components across partners and work packages. Through continuous technical coordination, ITML supports the development of interoperable, scalable, and operationally relevant solutions that can be adopted across borders and sectors. ITML plays a central role in coordinating the implementation of the Integrated Emergency Management Framework and in deploying a trusted digital backbone for cross-sectoral and cross-border knowledge sharing. A key contribution lies in the development of AI-driven real-time data analytics and user-centred visualization capabilities, enabling improved situational awareness and decision support. These tools allow authorities to better understand and visualize risk, vulnerability, and exposure, supporting timely and informed action during emergency situations. As Innovation Manager, ITML ensures that ARTEMis results are positioned for impact beyond the project’s lifetime. This includes defining a clear exploitation roadmap, assessing innovation maturity and market readiness, supporting the development of viable business and deployment pathways, and managing knowledge assets and intellectual property. By bridging research, operations, and innovation, ITML contributes to the creation of deployable and exploitable solutions. Overall, ARTEMis contributes to a more harmonized, resilient, and interoperable European emergency management ecosystem. Through its technical and innovation leadership, ITML ensures that the project delivers practical, scalable, and trusted solutions that strengthen EU’s ability to anticipate, manage, and mitigate the impacts of natural hazards.
